Countywide Initiatives


In addition to funding provided to the Family and Community Resource Centers the Commission sets aside funds each year for projects that fit indicators and criteria set forth in its Strategic Plan. Proposals are presented primarily in June of each year, but depending on available funds, applications can be considered throughout the year. The three categories that will be considered are:
  • Improved Child Health (including oral health)
  • Improved Child Development
  • Improved Family Functioning

Projects approved for Fiscal Year 06-07

Oral Health Project - $16,541.00
Klamath Health Services, Inc. on behalf of the Siskiyou Health Partnership
Siskiyou Health Partnership, in collaboration with the Siskiyou County Dental Task Force (a subcommittee of Siskiyou County Public Health) has created several projects to address access to Oral Health Services including Mobile Dental Clinics and early education and screening projects. This project utilizes the services of Registered Dental Hygienists in Alternative Practice (RDHAP) qualified to provide dental screenings, cleanings, fluoride treatments, referrals and educational programs. An educational component of the project directed towards teachers and children will include games and projects, educational materials for teachers and parents and orientation of the children regarding the "first trip to the dentist". Immediately following the educational portion, each child at the site will receive a dental screening, cleaning and application of fluoride if indicated. It is anticipated that approximately three children per hour will be served through this portion of the project. Each child participating in the educational and screening process will receive a tooth-brushing kit (toothbrush, toothpaste, floss, educational pamphlet) and an age-appropriate educational storybook to keep. This year's program will focus on preschools throughout the county. In addition, this project will incorporate the general outreach and educational portion to pregnant women through the distribution of tooth brushing kits and educational information to area obstetricians, including Karuk Tribal Health Clinic, for their patients. It is anticipated that an additional 300 women will benefit from this portion of the project.

Early Childhood Mental Health - PIPE and Home Visiting Training - $16,500.00
Siskiyou County Public Health Department

Public Health is committed to build and secure capacity by sharing their nursing expertise with in-kind collaboration to the Early Childhood Mental Health and Siskiyou Early Childhood Teams. They strive to promote kindergarten readiness and service children 0-5 who are at risk of illness, injury, or developmental delay. All nursing staff time is provided as in-kind service to this project. The project this year will entail:

1. Facilitating Home Visiting and PIPE Trainings for Family/Community Resource Centers, Early Head Start, Quartz Valley Tribe, Domestic Violence and other community partners who provide home visitation or parent support services to families with children birth to 5 years old.
2. Complete PIPE certification for Regional Training Site
3. Development of a multi-disciplinary, MDT team, policy and procedure within SECT for children under 5 at risk of child abuse and neglect.

Early Childhood Mental Health - Preschool Consultation, Support and Training - $25,200.00
Remi Vista, Inc.

Remi Vista, Inc. is a private, non-profit corporation that has been providing therapeutic services in Siskiyou County for over 15 years. Remi Vista provides therapeutic foster care, specialty mental health, child welfare and consultation services in the community. Project components for this grant are to provide training in both northern and southern Siskiyou County focused on early childhood mental health issue such as parent-child attachment, emotional regulation, and aggressive/disruptive behaviors. Participants will receive practical tools for addressing these challenges in their various settings.

Remi Vista will also provide consultation to preschool, childcare and FRC staff as needed to assist in their resolution of classroom problems and specific behavioral difficulties. This consultation will include direct observation of classroom and FRC settings by a Remi Vista professional organized around the dimensions of Nurture, Challenge, Structure, Engagement and Fun. Reports will be provided to the program director summarizing these general observations. The professional will also observe specific children within these settings as requested and authorized by the child's caregivers.

Comprehensive Approaches to Raising Educational Standards (CARES)
Matching funds from First 5 California and currently contracted with Office of Education for implementation

This program was initiated by First 5 California in 2000 to promote continuing education among childcare providers. A new round of funding for a period of three years began in fiscal year 05-06. For each dollar expended by the State, First 5 Siskiyou provides two. As a reward for educational advancement (college units and/or professional growth training, permit, etc.) participants receive stipends based on preset criteria for taking college units and attending trainings, etc. In addition, bonuses are awarded for longevity in the field or in a center, infant toddler specialization and for obtaining a Permit. This program is open to all childcare providers, both family based and center based, as well as those individuals who care for relatives' or friends' children. Orientation meetings are held at the end of the summer with final applications due in May and stipend awards in June/July.
